Building and Planning Permits in Cyprus: EOA Authorities & Approvals

Navigating architectural planning and construction licensing in Cyprus: District Local Government Organisations (EOA), Town Planning Permits, Building Permits, and Certificates of Approval for Title Deed issuance.

This is not legal advice.

Secure a Town Planning Permit (Planning Approval)

Before commencing architectural drawings for construction, the appointed licensed architect/civil engineer submits planning applications to the District Local Government Organisation (EOA). Planning evaluates plot building density (FAR), site coverage, building height, setbacks, and access roads.

Documents required at this step:Topographical survey, architectural concept plans, title deed, municipal road alignment certificate

Obtain the Building Permit from the competent EOA department

With the planning permit in hand, submit comprehensive structural engineering calculations, seismic resistance studies, electro-mechanical designs, energy performance EPC certificates, and fire service clearances. No physical construction may legally begin without an issued Building Permit.

Documents required at this step:Structural calculation reports, MEP engineering drawings, Fire Department clearance, Building Permit fee receipt

Secure the Final Certificate of Approval for Title Deed division

Upon completion of building works, the supervising engineer applies for final inspection. The EOA inspects the building to certify compliance with approved architectural permits. The Certificate of Approval is the vital legal prerequisite for the Land Registry to issue separate unit Title Deeds.

Documents required at this step:Supervising engineer completion declaration, utility connection test certificates, as-built architectural plans

FAQ

What is the consequence of purchasing a Cyprus property built without a Certificate of Approval?

Properties lacking final approval cannot obtain independent Title Deeds. If illegal structural alterations were made, the Land Registry inserts prohibitive encumbrances (planning infringements), severely restricting resale, mortgaging, and inheritance.
